National League for Democracy Makes Peace Offer to Military

The National League for Democracy (NLD) has taken flexibility to the next level when it announced that it is willing to extend de jure recognition to the incumbent military council as a "transitional government", the term of which is to be negotiated between the two sides, if the Burmese generals agree to convene the Parliament in accordance with the results of the 1990 elections.

The NLD's offer has been warmly welcomed by all Burmese democracy organiztions, including the National Coalition Government of the Union of Burma (NCGUB). The NCGUB sees the NLD gesture for national reconciliation as an offer of mutual recognition -- the military regime honoring the results of the 1990 elections and the election-winning parties recognizing the role of the military in national politics.
 

The NLD made its offer at its annual Union Day celebrations in Rangoon on 12 February said Daw Aung San Suu Kyi must be included in all negotiations and that a distinguished leader from ASEAN be named as a facilitator should one be needed for the negotiations.  The NLD has also said that it will wait for a response from the regime until 17 April -- Burmese New Year Day.

Without doubt the latest move by the NLD is bound to have an immense impact on the country regardless of whether the military accepts the offer or not. That has been the reason why the NCGUB has been appealing to ASEAN and neighboring countries to persuade the Burmese generals into accepting the national reconciliation offer and the international community at large to make a concerted endeavor through the mechanisms of the United Nations Security Council to bring peace and national reconciliation in Burma.

The time is crucial now for political forces inside and outside the country to rally around the NLD and express support for its offer. Already many organizations have expressed their support for the NLD. Some Burma groups in Japan have been staging demonstrations and sit-ins which will continue until 17 April 2006.
