Statement of Support on National League for Democracy’s
Union Day Special declaration (1/02/06)
Date: 26.3.2006
National League for Democracy issued a special declaration on Union Day, 12th February 2006. The declaration pointed out national disunity in the country, and deterioration of the economy, health care system and people’s living standards. It also laid out some proposals for the benefit of the people and the country.
The declaration stated that these proposals are aimed at national reconciliation, and urged SPDC regime to seriously consider all these proposals.
NLD declaration paragraph A to C described --- 1990 multi-part democracy general elections were held according to military government’s official regulations and parliamentary (Pyithuhlutaw) election laws. The election was successfully carried out on 27th May 2006. So it was military regime’s duty to call a people’s parliament according to election results.
Declaration paragraph D & E --- The incumbent State Peace and Development Council (military regime) is not legally authorized to rule as a transitional government to carry out democratic reforms. Only the people’s elected parliament Pyithu Hluttaw has the right and power to declare it as a transitional government. And the two sides need to agree on the length of such a democracy transitional period.
Paragraph F to H --- People’s leader Daw Aung San Suu Kyi is the person who can bring about a national reconciliation. So she must be released from house arrest immediately and be allowed to take part in political dialogues. And the declaration urged SPDC regime to take up a political dialogue which benefits the country and all nationality groups.
Paragraph I --- If it is decided that a mediator is needed for the talks, a prominent leader from the Association of Southeast Asian Nations, who is trusted and respected by the majority of the people, must be chosen for that task.
In conclusion, the declaration stated that all conditions in the country make it necessary to quickly pass over the democratic transition period for the sake of the country and the people. And SPDC regime must initiate the first steps towards national reconciliation by 17 April 2006 – the auspicious first day of the Burmese New Year (17th April 2006).
We, the Burmese democracy forces in Europe, whole-heartedly endorse NLD’s Union Day Special declaration, as it stated sincere proposals made with genuine well-wishes. So here, we request SPDC regime to release Daw Aung San Suu Kyi and U Tin Oo from detention to start mutually open and trusting dialogues in accordance with NLD’s proposals.
